Krungthai Bank, PTT and DCCE Advance “I-SPARK” to Mobilize Private Capital for Low-Carbon Industries and Strengthen Thailand’s Competitiveness
Krungthai Bank, PTT Public Company Limited (PTT), and the Department of Climate Change and Environment (DCCE) announced their collaboration to advance I-SPARK, a PTT-led industrial investment decarbonization initiative, at a collaborative event between the Thai government, World Bank Group, and Thai private sector under the theme “Low Carbon Cities and Energy Security–Building System at Scale: Mobilizing Private Capital, Creating Jobs,” held during the 2026 IMF–World Bank Group Annual Meetings. The collaboration brings together industrial, financial, and policy expertise to prepare low-carbon projects in the Map Ta Phut–Rayong area for private-sector investment, strengthen energy security, and enhance Thailand’s competitiveness.
I-SPARK is an area-based industrial decarbonization platform in the Map Ta Phut-Rayong industrial ecosystem, focusing on three strategic clusters: low-carbon energy and solution, shared/common infrastructure, and specialty, bio and circularity, I-SPARK aims to accelerate investments in initiatives such as LNG, carbon capture and storage (CCS), clean energy, and bio-circular value chains.
By 2035, I-SPARK is expected to unlock more than US$5 billion in potential investment, create over 13,000 jobs, and reduce greenhouse gas emissions by approximately 9 million tonnes of CO₂ equivalent per year, while providing a scalable model for low-carbon industrial development nationwide. The three parties will explore integrating I-SPARK into the World Bank Group-supported Low Carbon Cities and Carbon Market Development Project (LCC), enabling eligible industrial projects to access LCC’s carbon finance mechanisms. The parties will also explore blended finance solutions that combine public or concessional funding with commercial capital to improve project bankability and mobilize private investment to accelerate Thailand’s low-carbon industrial transformation.
Buranin Rattanasombat, Chief New Business and Sustainability Officer of PTT Public Company Limited said: “I-SPARK reflects PTT Group’s ambition to transform the Map Ta Phut–Rayong area into a competitive, low-carbon industrial ecosystem. By integrating our energy and industrial capabilities with clean energy solutions, emerging technologies, and shared infrastructure, we aim to unlock new investment opportunities and accelerate industrial decarbonization. Our partnership with Krungthai Bank and DCCE brings together industrial expertise, financial innovation, and policy support to mobilize private capital, strengthen energy security, and enhance Thailand’s long-term industrial competitiveness and sustainable growth.”
Phirun Saiyasitpanich, Director-General of the Department of Climate Change and Environment, said: “Achieving Thailand’s climate targets requires coordinated action across government, industry, and the financial sector. Collaboration under I-SPARK offers an important opportunity to align industrial investment with Thailand’s evolving climate-policy framework, while exploring pathways to connect with the Low Carbon Cities and Carbon Market Development Project (LCC) to enable eligible projects to access carbon finance mechanisms, support credible greenhouse-gas emissions reductions, and strengthen industrial competitiveness while fostering sustainable economic growth.”
“In the next phase of collaboration, the three parties will explore integrating I-SPARK into the World Bank Group-supported Low Carbon Cities and Carbon Market Development Project (LCC). This would enable eligible industrial projects to access LCC’s carbon finance mechanisms. The parties will also explore blended finance solutions appropriate for investment,” Phirun added.
Payong Srivanich, Chief Executive Officer of Krungthai Bank, said: “Krungthai Bank is committed to serving as a key enabler in mobilizing capital towards low-carbon investment opportunities. By combining our financial expertise with the strengths of our partners, the bank aims to help projects improve bankability, enabling businesses to adapt, improve efficiency, and build long-term resilience. Through I-SPARK, the bank is taking another important step in connecting public and private capital through carefully designed investment structures, while developing scalable approaches that can be expanded to other industrial sectors. Krungthai Bank stands ready to help ensure that this transition creates new business opportunities, generates jobs, and strengthens Thailand’s competitiveness. By turning environmental goals into drivers of economic activity, we can support a new chapter of sustainable growth for the country.”
“This collaboration reflects the translation of priorities highlighted during the IMF–World Bank Group Annual Meetings into practical action in the Map Ta Phut–Rayong area. By linking industrial development with clean energy and resource efficiency, we aim to lay the foundation for Thailand to become a competitive low-carbon manufacturing hub capable of attracting future investment,” Payong added.
