
ตามที่คณะรัฐมนตรีมีมติเมื่อวันที่ 16 มิถุนายน 2569 เห็นชอบให้ประเทศไทยเข้าร่วม เป็นภาคีความตกลงพหุภาคีระหว่างเจ้าหน้าที่ผู้มีอำนาจเพื่อการแลกเปลี่ยนแบบรายงานข้อมูลตามมาตรการป้องกันการกัดกร่อนฐานภาษีระหว่างประเทศ (Multilateral Competent Authority Agreement on the Exchange of GloBE Information: GloBE MCAA) นั้น
นายสมศักดิ์ อนันทวัฒน์ อธิบดีกรมสรรพากร เปิดเผยว่า “ประเทศไทย โดยนายเอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง ในฐานะเจ้าหน้าที่ผู้มีอำนาจของประเทศไทย ได้ลงนามในความตกลง GloBE MCAA เพื่อรองรับการแลกเปลี่ยนข้อมูลภาษีของกลุ่มบริษัทข้ามชาติขนาดใหญ่ภายใต้มาตรการภาษีส่วนเพิ่ม โดยองค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (Organisation for Economic Co-operation and Development: OECD) ได้ประกาศรายชื่อประเทศไทยเป็นประเทศผู้ลงนามในความตกลงดังกล่าวอย่างเป็นทางการแล้ว* เมื่อวันที่ 8 กันยายน 2569”
อธิบดีกรมสรรพากร กล่าวเพิ่มเติมว่า “การลงนามใน GloBE MCAA ถือเป็นอีกก้าวสำคัญของประเทศไทยในการเตรียมความพร้อมสำหรับการแลกเปลี่ยนแบบรายงานข้อมูลตามมาตรการป้องกันการกัดกร่อนฐานภาษีระหว่างประเทศ (GloBE Information Return: GIR) กับประเทศคู่สัญญา โดยกลไกการแลกเปลี่ยนข้อมูลดังกล่าวจะช่วยอำนวยความสะดวกและลดภาระการปฏิบัติตามกฎหมายของกลุ่มบริษัทข้ามชาติขนาดใหญ่ในการยื่นข้อมูลชุดเดียวกันในหลายประเทศ อันเป็นการเสริมสร้างความเชื่อมั่นและความโปร่งใสต่อระบบภาษีของประเทศไทย ทั้งนี้ ประเทศไทยมีกำหนดเริ่มแลกเปลี่ยนข้อมูล GIR กับประเทศภาคีคู่สัญญาครั้งแรกภายในเดือนธันวาคม 2570”

Thailand Signs the globe MCAA, Moving Forward with the Exchange of Tax Information on Large Multinational Enterprise Groups
Following the Cabinet’s resolution on 16 June 2026 approving Thailand’s participation in the Multilateral Competent Authority Agreement on the Exchange of GloBE Information (GloBE MCAA),
Mr. Somsak Anantawat, Director-General of the Revenue Department, announced that Thailand, represented by Mr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, as Thailand’s Competent Authority, has signed the GloBE MCAA to facilitate the exchange of tax information relating to large multinational enterprise (MNE) groups under the global minimum tax framework. The Organisation for Economic Co-operation and Development (OECD) officially included Thailand in the list of signatories to the GloBE MCAA on 8 September 2026*.
The Director-General of the Revenue Department further stated that the signing of the GloBE MCAA marks another important milestone in Thailand’s preparations for the exchange of GloBE Information Returns (GIRs) with partner jurisdictions. The exchange mechanism will facilitate compliance and reduce the reporting burden on large multinational enterprise (MNE) groups by reducing the need to submit the same information in multiple jurisdictions, thereby enhancing confidence in and transparency of Thailand’s tax system. Thailand is expected to commence its first exchanges of GIR information with partner jurisdictions by December 2027.
