April 29, 2025, at 1130hrs, at Mekong Subregion Conference Hall, Nakhon Phanom University, following the cabinet retreat for the Upper Northeastern Provincial Cluster 2 (Nakhon Phanom, Sakon Nakhon, and Mukdaharn), Prime Minister Paetongtarn Shinawatra disclosed about a cabinet’s resolution on issuance of charity lottery tickets in support of the 1st phase of the Outstanding Development Opportunity Scholarship (ODOS) initiative, which consists of 7 programs, worth 5,308.14 million Baht, as follows:
- Short-term scholarship and technology training program abroad for youths, each representing 878 districts nationwide and 50 districts of Bangkok
- Scholarships for studying abroad: 60 for vocational-level study and 140 for bachelor's degree programs, totaling 200 scholarships
- 60 scholarships for undergraduate degrees in the United States in science and technology programs
- 50 scholarships for undergraduate degrees in the United Kingdom in science and technology (STEM) programs: 2 batches, 25 scholarships per batch
- 60 scholarships for vocational study and 30 bachelor's degree programs in Australia
- 2,200 scholarships for undergraduate degrees in science and technology (STEM) programs in Thailand: 6 batches (700 recipients to be subsidized by the charity lottery program and 1,100 scholarship recipients from the Government’s lottery program, and 400 to be funded by educational institutions)
- 4,800 scholarships for high school and vocational study in the country in science and technology (STEM): 4 batches, 1,200 people per batch
