The cabinet met on September 29, 2020 at the Government House. Some of the resolutions are as follows:
Title: Establishment of State Railway of Thailand’s subsidiary for asset management
The cabinet approved the following proposals made by Ministry of Transport:
- Approved for State Railway of Thailand (SRT) to set up a subsidiary (initially named “Rodfai Asset Development, Co., Ltd.) to manage its assets, with the registered capital of 200 million Baht.
- Approved for SRT to seek loan in the amount of 200 million Baht to invest as the registered capital of the subsidiary, with Ministry of Finance as the surety.
Title: Extension of Emergency Decree nationwide
The cabinet approved extension of the Emergency Decree nationwide for another month during October 1-31, 2020, as proposed by the National Security Council.
Gist
At present, COVID-19 situation remains serious in several continents across the world, while Thai citizens living abroad have continually repatriated. Coupling with the Government’s decision to ease lockdown of high-risk activities and businesses to mitigate people’s plights and economic impact, it is still necessary for concerned officials to strictly implement both response and preventive measures in a unified manner to efficiently control the situation. Besides, the Emergency Decree would help the country and people in preparing for the transition to the New Normal.
Title: Development of Smart Park Industrial Estate
The cabinet approved the Smart Park Industrial Estate development project, to be located in Huay Pong subdistrict, Muang district, Rayong province, with the approx. area of 1,383.76 rai, and the investment budget of 2,370.72 million Baht.
Gist
The development of Smart Park Industrial Estate, proposed to the cabinet by Ministry of Industry, is a project of Industrial Estate Authority of Thailand, and is aimed to accommodate S-Curve industries, i.e., robotics, aviation & logistics, digital, and medical industries. Area development will take 3 years, and it is expected that all will be leased out within 4 years after completion of construction. The project has been approved by Industrial Estate Authority of Thailand’s committee, and National Economic and Social Development Board. National Environmental Commission has also approved its EIA report.
Title: Political Declaration to be adopted at virtual Ministerial Meeting of the Non-Aligned Movement (NAM) during UNGA 75
The cabinet approved the draft Political Declaration to be adopted at the virtual Ministerial Meeting of the Non-Aligned Movement (NAM) during the 75th Session of the United Nations General Assembly (UNGA75). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is authorized to exercise judgment and proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Foreign Affairs.
Gist
The draft Political Declaration to be adopted at the virtual Ministerial Meeting of the Non-Aligned Movement (NAM) prescribes NAM’s commitment to its founding principle and vision set in 1955 and 1961 to promote world peace, equality, cooperation, and people’s livelihood. The draft Political Declaration also addresses emerging threats and challenges to international peace and prosperity, e.g. economic recession, resource shortage, trade disparity, and violence, as well as COVID-19.
