July 7, 2026, Deputy Government Spokesperson Ploythalay Laksameesaengjan disclosed that the cabinet made approval to the following proposals of Ministry of Finance:

1. Approved for Ministry of Finance to obtain a loan, on behalf of the Government of the Kingdom of Thailand, from the World Bank through International Bank for Reconstruction and Development (IBRD), with a total credit line of USD140.76 million (approximately THB4.55 billion)

2. Approved for Ministry of Finance to secure grant support from the World Bank through IBRD, with a total value of USD4.00 million (approximately THB129.30 million)

3. Approved the draft Loan Agreement, draft Grant Agreement, and related documents for the Lanta Bridge Project (connecting Koh Lanta Klang Subdistrict and Koh Lanta Noi Subdistrict in Koh Lanta District, Krabi Province) and Songkhla Lake Bridge Project (connecting Songkhla’s Krasae Sin District and Phatthalung’s Khao Chaison District). Approval was also made to stipulate arbitration as the dispute resolution mechanism, in accordance with the General Conditions dated July 1, 2025 and the Standard Conditions dated February 25, 2019.

4. Approval was granted for Minister of Finance or a representative to sign the draft Loan Agreement and draft Grant Agreement

5. Office of the Council of State was assigned to prepare a Legal Opinion for Loan Agreement of the Lanta Bridge Project and the Songkhla Lake Bridge Project at the earliest opportunity, following the signing of the Loan Agreement.

6. The Department of Rural Roads, Department of Marine and Coastal Resources, Department of National Parks, Wildlife and Plant Conservation, and Department of Fisheries are to proceed with their responsibilities as specified in the Project Administration Manual (PAM), the draft Loan Agreement, the draft Grant Agreement, World Bank’s regulations, and the annexes related to the Lanta Bridge Project and the Songkhla Lake Bridge Project, as well as to strictly comply with relevant laws.
