The cabinet approved the following proposals of Ministry of Finance:
Approved revision of the composition of National Committee responsible for preparations for Thailand’s hosting of the 2026 Annual Meetings of the International Monetary Fund and the World Bank Group
Approved Friday, October 16, 2026 as a special public holiday in Bangkok, and ordered officials working for Government agencies in the capital to work from home on October 12 (Mon), 14 (Wed), and 15 (Thu).
Gist
These measures approved by the cabinet are intended to alleviate traffic congestion, facilitate travel, and ensure that the 2026 Annual Meetings of the International Monetary Fund and the World Bank Group proceed smoothly and efficiently. It is also to provide the highest level of security for finance ministers and Central Bank governors of member countries who will be attending the meetings.
As for state enterprises, financial institutions, educational institutions, and private sector entities located in the vicinity of the meeting venue, the cabinet called for their cooperation to consider implementing appropriate measures in accordance with local conditions and operational requirements. For agencies with essential missions or pre‑scheduled public services, where cancellation would cause damage or disrupt services, heads of the agencies are authorized to exercise discretion to ensure that Government operations and public services are not affected.
It is expected that over 15,000 participants, including finance ministers and Central Bank governors from member countries, together with executives of global financial institutions, thought leaders, and academics, from 190 countries will travel to Thailand to exchange views on the global economy and strategies to addressing various global challenges.
Title: Joint Action Plan for Strengthening Thailand – France Partnership for 2026-2028
The cabinet approved the following proposals of Ministry of Foreign Affairs:
Approved the Joint Action Plan for Strengthening Thailand – France Partnership for 2026-2028. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet
Authorized Deputy Prime Minister and Minister of Foreign Affairs or a representative as signatory of the Joint Action Plan
Gist
The draft Joint Action Plan will serve as a framework for driving forward bilateral cooperation over the next 3 years. The new Joint Action Plan will be a mechanism to further advance cooperation between the two countries in multiple dimensions, i.e., clean energy, economic cooperation, research, and creative industries. The objective is to elevate bilateral relations to a Strategic Partnership, while expanding collaboration in areas that are aligned with global trends, such as, transition to decarbonized energy, and promotion of Thailand’s soft power in fashion, film, and cuisine.
Cooperation framework between Thailand and France covers 4 key areas: 1) Consultations on politics, security, and global issues; 2) Defense cooperation; 3) Economic relations promotion through long‑term collaborations; and 4) Research cooperation and people‑to‑people exchanges.
The signing of the draft Joint Action Plan marks another significant milestone in Thailand –France relations, which will contribute to reinforcing cooperation in the fields of economy, technology, energy, and human resource development, thereby, creating new opportunities and fostering long‑term collaboration between the two countries
Title: Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Republic of Singapore on the Participation of Singapore Armed Forces in Cobra Gold Exercise in the Kingdom of Thailand
The cabinet approved the Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Republic of Singapore on the Participation of Singapore Armed Forces in Cobra Gold Exercise in the Kingdom of Thailand. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Defense may proceed as appropriate. The Supreme Commander or a representative is authorized to co‑sign the draft Memorandum of Understanding. Ministry of Foreign Affairs (MFA) is to prepare the Full Powers authorizing the Supreme Commander, or the representative, to co‑sign the draft MoU. This is as proposed by the Ministry of Defense.
Gist
Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Republic of Singapore on the Participation of Singapore Armed Forces in Cobra Gold Exercise in the Kingdom of Thailand will serve as a framework for joint operations between the two countries in the Cobra Gold exercise (a multilateral combined/joint exercise aimed at promoting military security cooperation, scheduled annually during February–March). The draft Memorandum of Understanding (2025–2030) prescribes conditions, requirements, and guidelines for personnel of the Thai Government and the Singapore Government during their participation in the Cobra Gold exercise in Thailand.
