The cabinet approved in principle the draft Royal Decree on exemption of toll fee for Motorway No. 7, No. 9, and No. 81 for a specified period (No. …) B.E. …, as proposed by Ministry of Transport.

Gist

The draft Royal Decree prescribes exemption of toll fee for Motorway No. 7 (Bangkok-Ban Chang), No. 9 (Kanchanaphisek Rd.: - Bang Phli - Phra Pradaeng), and No. 81 from 0001hrs of April 10, 2026 to 2400hrs of April 16, 2026. This is to facilitate people’s traveling during the long holidays. 

Title: Coordination System Between Cabinet and Parliament

The cabinet acknowledged coordination system between the cabinet and the Parliament, as proposed by the Cabinet Secretariat. If Deputy Prime Ministers, Ministers attached to the Prime Minister’s Office, and each responsible minister have already appointed individuals to serve as cabinet and Parliament Coordinators, the Cabinet Secretariat will, then, submit the list of the coordinators to the cabinet for its acknowledgment, in accordance with the Prime Minister’s Office Regulation on Cabinet and Parliament Coordinators, B.E. 2551 (2008).

Title: Revocation of Narathiwat’s Sungai Kolok district from the area designated as affected by events impacting internal security of the Kingdom

The cabinet approved revocation of Narathiwat’s Sungai Kolok district from the area designated as affected by events impacting internal security of the Kingdom, in accordance with the Internal Security Act, B.E. 2551 (2008).

Gist

This approval is in accordance with the resolution made by the Emergency Situation Administration Committee after its comprehensive assessment which found that current situation in the district has improved enough to allow certain restriction to be eased. This is also to accommodate people’s way of life.

The cabinet also approved to maintain strict security measures in other areas in 19 districts of Narathiwat, Pattani, Yala, and Songkhla to ensure continuity of comprehensive and efficient monitoring of the situation.

The revocation of Narathiwat’s Sungai Kolok district is the Government’s attempt to balance between maintaining security and rehabilitating local areas, with the implementation of measures only when necessary and in line with actual situation, while avoiding overly impact on people’s way of life. 

Title: Guidelines for preparing FY2027 annual budget, and adjustment to the budget calendar

The cabinet approved the guidelines for preparing FY2027 annual budget, and an adjustment to the budget calendar, as proposed by the Budget Bureau.

Gist

The approval is to ensure that the Budget Act be promulgated in time on October 1, 2026 in order to drive the nation’s economy in a continuous and effective manner. In preparing the FY2027 annual budget, focus will be made on resolving public problems, maintaining fiscal discipline to accommodate economic volatility, adopting the zero-based budgeting concept to review project necessity, and seeking alternative funding sources, such as Public–Private Partnerships (PPP), to reduce the burden on the national budget.

The Cabinet also approved a clear timeline for budget preparation as follows:

April 20, 2026           – The Prime Minister delivers budget policy

May 1, 2026             – Budget-receiving agencies prepare budget requests

June 2, 2026             – Submission to the Cabinet for consideration of budget details and opening for public consultation

June 16, 2026  – Cabinet acknowledges the results of public consultation and approves the draft Budget Act

June 23, 2026  – Submission of the draft Budget Act to the House of Representatives

July – September 2026 – Parliamentary deliberation according to procedure

Late September 2026 – Submission for Royal Assent and promulgation

October 1, 2026        – Budget enters into force

On a related matter, the Cabinet approved assignment of authorities (deputy prime ministers) responsible for overseeing 9 integrated programs under the FY2026 budget, in order to enhance the efficiency of budget management and ensure unity. The assignments are as follows:

Determining a clear timeline, together with assignment of responsible deputy prime ministers for each integrated program, will ensure maximum efficiency in budget utilization and timely allocation of budget to the public. It will also help drive forward the implementation of Government’s policy directives in a more tangible manner.

The cabinet approved an appointment of political official, as proposed by the Prime Minister’s Secretariat. The appointee is:

This takes effect from April 11, 2026 onward.

Title: Assignment of Deputy Prime Ministers to Act on Behalf of Prime Minister

The cabinet approved assignment of deputy prime ministers to act on behalf of the Prime Minister.

In the event that the Prime Minister is unable to perform official duties, the cabinet assigns the Deputy Prime Ministers to act on behalf of the Prime Minister in the following order:
