The cabinet meeting

The cabinet met on Tuesday, June 4, 2013. Some of the decisions are as follows:

Title: Draft Action Plan to push for, promote, accelerate, and follow up on the implementation of Internet Protocol version 6 (IPv6) in Thailand

The Cabinet approved the following proposals made by Ministry of Information and Communication Technology:

1)    Approval on the draft Action Plan to push for, promote, accelerate, and follow up on the implementation of Internet Protocol version 6 (IPv6) in Thailand

2)    Assigned Ministry of Information and Communication Technology to be core agency in the management and operation based on the draft Action Plan to push for, promote, accelerate, and follow up on the implementation of Internet Protocol version 6 (IPv6) in Thailand, and work for the Plan to become a national agenda on information and communication technology.

3)    Assigned all ministries, bureaus, departments, and state enterprises to implement their own activities and works in accordance with the draft Action Plan to push for, promote, accelerate, and follow up on the implementation of Internet Protocol version 6 (IPv6) in Thailand

In order for government agencies, state enterprises, and the public to be aware of the result of the transition from Internet Protocol version 4 (IPV4) to IPv6, Ministry of Information and Communication Technology must be prepared on both budget, personnel, network equipment, and governmental information system to accommodate the Action Plan and as suggested by the Budget Bureau.

Title: Request for approval and announcement of a policy on “Community Management on Strengthened Healthcare System and Strong Thailand (B.E. 2556-2558)” as a national agenda

The cabinet approved in principle the promotion of community management on strengthened healthcare system as proposed by Ministry of Public Health, and ordered the Ministry to coordinate with other concerned agencies, such as Ministry of Interior, to work on an integrative plan, and propose to the cabinet once again.

Gist of the announcement of a policy on “Community Management on Strengthened Healthcare System and Strong Thailand (B.E. 2556-2558)” as a national agenda is to push forward connectivity and integration of existing social capital, skills, and resources in a community with governmental support system to change and improve livelihood of people in the community in health socio-economy, culture, environment and others. The intent to develop the policy as a national agenda is to mobilize cooperation mechanism from all concerned in integrative management of public health with a community as the center, as well as to enable connection and participation in the new management, activities and various development processes in the community will holistic approach under each community’s context.

Title: E-Government integration strategy

The cabinet approved the E-Government integration strategy, proposed by Ministry of ICT, as a mechanism to mobilize sustainable development of the country through information and communication technology, and assigned the ICT Ministry to be the core agency for the implementation of the aforementioned strategy with an emphasis on standardization of link and exchange of data among government agencies as well as data security, and with an aim to further upgrade E-Government integration to e-service. Ministries of Agriculture and Cooperative, Transport, Natural Resources and Environment, Commerce, Labor, Public Health, Industry, and NESDB were also ordered to proceed with the implementation.

 

Title: Compliance with Maritime Labor Convention (MLC 2006)

Following the proposal made by Ministry of Transport, the cabinet approved in principle compliance approach on the Maritime Labor Convention (MLC 2006) until Maritime Labor Law is enacted and until Thailand becomes a Convention member. Gist as follows:

1)    Ministry of Labor is to issue a ministerial announcement on maritime labor standard to specifically facilitate the implementation of MLC 2006.

2)    Ministry of Transport is to manage budget allocation and to set up a committee on maritime labor standard management with representatives from concerned agencies as committee members.

Title: Request for approval to be a member of the Convention for the Safeguarding of Intangible Cultural Heritage

The cabinet approved for Thailand to become a member of Convention for the Safeguarding of Intangible Cultural Heritage, as proposed by Ministry of Culture, and agreed to forward the matter to the National Assembly, in pursuant with Section 190 paragraph 2 under the Constitution of the Kingdom of Thailand, for further consideration on the membership of Convention for the Safeguarding of Intangible Cultural Heritage.

Gist

Convention for the Safeguarding of Intangible Cultural Heritage divides intangible cultural heritage into 5 categories:

1)    Oral traditions and expression, including Language as a vehicle of the intangible cultural heritage

2)    Performing arts

3)    Social practices, rituals and festive events

4)    Knowledge and practices concerning nature and universe

5)    Traditional craftsmanship
