March 31, 2013, at 0900hrs, at the 5th Floor of Rajanagarindra Building, Rajabhat Rajanagarindra University, Chachoengsao, PM Yingluck presided over a 2nd/2013 Cabinet retreat. At the meeting, an annual administrative plan for provinces and integrated provinces, and requests of budget allocation for the fiscal year 2014, based on the decision made by the Integrated Provincial Administrative Committee (IPAC) at its 3rd/2013 meeting on March 27, 2013.

Secretary-General of the Office of the Public Sector Development Commission Thailand, in his capacity as a member and secretary of the Integrated Provincial Administrative Committee (IPAC) reported that:
1) Provinces and integrated provinces drafted their annual administrative plan, and request of budget allocation for the fiscal year 2014 and submitted to IPAC and the Cabinet for their consideration, as stated in a Royal Decree on Provinces and Integrated Provinces Administration B.E. 2551.
2) The IPAC’s 3rd/2013 meeting on March 27, 2013 agreed on the annual administrative plan for 76 provinces and 18 integrated provinces, and requests of budget allocation for the fiscal year 2014 as proposed by IPAC sub-committee on planning and budgeting as follows:
- Projects to be endorsed under the budget allocation for 18 integrated provinces: 300 projects under the total amount of 8,794,466,857 Baht
- Projects to be endorsed under the budget allocation for 76 provinces: 2,293 projects under the total budget of 22,240,271,972 Baht
All the approved projects are in line with provincial/integrated provincial development strategies. However, with the budgeting limitation, not all projects will be allocated. Only after the determination of unit cost for allocated projects and still a budget balance when non-allocated projects be reconsidered (based on each project’s priority), or after the reallocation of the budget.
For projects under ministries, departments, local administrations, or any other state/private offices, as included in the annual administrative plan for provinces and integrated provinces for the fiscal year 2014, those particular provinces and integrated provinces were assigned to make budget requests directly to the concerned authority.
