February 20, 2013, at 1540hrs, at Meeting Room 501, Command Building, Government House, Prime Minister Yingluck Shinawatra presided over the Integrated Provincial Administrative Committee (IPAC) meeting (2nd/2013). Participating in the meeting were Deputy Prime Minister and Foreign Minister Surapong Tovichakchaikul, Deputy Prime Minister Plodprasop Surasawadee, Deputy Prime Minister and Education Minister Phongthep Thepkanjana, Interior Minister Jarupong Ruangsuwan, PM’s Office Minister Niwatthamrong Bunsongpaisal, PM’s Office Minister Varathep Ratanakorn, PM’s Office Minister Sansanee Nakpong, Deputy Secretary-General to the Prime Minister for Political Affairs, Government’s Spokesman, Secretary-General of the Office of the Public Sector Development Commission, NESDB Secretary-General, Director of the Budget Bureau, and other concerned officials. Gist of the meeting is as follows:
During the meeting, IPAC approved in principle a 4-year integrated provincial development plan (2014-2017) for 76 provinces and 18 integrated provinces which will later be forwarded to the Cabinet for its consideration.
The 4-year integrated provincial development plan (2014-2017) for 76 provinces and 18 integrated provinces focused on development strategies for each integrated provinces. For example, upper northern integrated province 1 (Chiang Mai, Mae Hongson, Lampang, Lampoon) will focus on economic and income generating strategies such as agriculture, tourism, commerce, investment , border trade, industry, transportation, and other strategies that aim to maintain existing income generation. Development goals and success indicators in 4 years for “Lanna Culture and Creative Tourism” strategy are an increase of new tourists by 20%, increase of expenses per (tourist) head by 40%, and increase of income generated from tourism and related businesses by 20%. As for “Northern Food Valley” strategy, goal in the next 4 years is an increase of investment value in processed agricultural industry by 20%, whereas the goal for “Northern Landport” strategy is to build a new income base.
On the scrutiny and acknowledgement of an annual administration plan for provinces and integrated provinces for FY 2014, it was agreed that further adjustment need to be made on the plan itself and the budget request before re-submitting the revised plan and budget to IPAC for its consideration during the meeting on March 15.
